The Water Senior Specialist is responsible for managing the development, maintenance and updating of water related regulations, codes of operations, standards, policies and other related activities such as price controls. In addition, the role is responsible for the review and assessment of licensees regulatory submissions such as planning statements, performance reports, water losses reports, etc.

 

 

  • Review and assessment of water companies planning statements
  • Review and assessment the distribution companies annual water loss reports including recommendations to improve the company’s network performance.
  • Review and assessment of water companies annual performance reports including recommendations to improve the company’s performance.
  • Ensure the compliance with the water Supply Regulations and relevant guides
  • Ensure the implementation and compliance with the Water Tankering Regulations and relevant guides.
  • Manage water supply related audits and other plans together with follow up
  • As part of the Water Services Section, oversee the performance and development of the Water Metering, and Distribution codes, as well as other codes and licenses where necessary
  • Review and provide guidance to the development of technical standards, regulations and measures
  • Development of methodologies for assessment of relevant regulatory submissions for compliance purposes.
  • Manage all water supply related incidents and ensure coordinated follow up is implemented.
  • Development of key performance indicators for the distribution business and monitor progress
  • Drive the development of the regulatory framework and approach for water-related activities within the energy sector. This includes the development of price controls e.g. tariffs in coordination with the Economist Team.
  • Assess and advise on the different approaches to regulatory design, along with the implications, costs and benefits associated with each approach.
  • Assess the existing regulatory framework, identifying any gaps in control. Advise on amendments to existing price controls.
  • Assist in enabling the water sector to address the challenges it faces, helping to build trust and confidence among the relevant stakeholders.
  • Drive the research and analysis of global benchmarking methodologies and sharing best practises with the Water Pricing & Tariffs Director.
  • Assist in the implementation and monitoring of regulatory controls, including the impact and success of imposed price controls.
  • Promote regular liaison with the relevant sector bodies, distribution companies, water producers etc., to share knowledge, best practices and updates.
  • Ensure the performance and development of the water transmission and
  • Provide technical advice and recommendation on a wide range of water related matters
  • Develop and monitor key performance indicators and management reporting structure for water production, transmission and distribution.
  • Contribute to HSE issues arising with the license in conjunction with the DoE’s HSE department.
  • Develop and review all relevant documents, including technical report, regulations, codes, performance measures and investigation reports.

Assist in leading meetings and maintain liaisons with key government stakeholders concerning drinking water quality and all issues concerning the drinking water sector performance and capacity.

Minimum Criteria
  • Bachelor's degree in Engineering
  • Preference for UAE Nationals). 

A post graduate qualification would be an advantage

Minimum of 8 years of experience in utilities.
