Job Description

To work as part of team providing Procurement Service for a defined division namely “Projects Procurement” to achieve cost efficiencies, service excellence and improving customer satisfaction. He administers the Procurement life cycle for contracts.

He manages construction projects Tendering life-cycle for consultants and contractors (consultants tendering/RFP and appointing, contractors tendering and appointing). Participate in post contract issues such as reviewing construction variations, claims and settlement including working with the management, projects staff and consultants to ensure the effective preparation and administration of tendering and contracts, provide advice for contractual issues, recommend corrective actions for all disciplines, and protect the interests of the company.

 

  • Participate in identifying of the projects’ procurement/tender strategy
  • Prepare and issue Tenders/RFP, including Instruction to Tenderers and Contracts Conditions utilizing Musanada standard templates. Generally review Tender Documents for completeness.
  • Manage the process of replying bidders’ Tender enquires during tender stage, including general checking of answers to mitigate any issues about clarity, accuracy and completeness of answers in order to mitigate the risks of any potential future claim, variations or disputes.
  • Arrange for and manage Mid-Bid-Meeting during tendering stage, minimum two for each tender.
  • Check the outcomes of Technical Evaluation Process.
  • Analyze and evaluate the commercial Tender offer and prepare the Tender Commercial Analysis Report along with identifying any potential risks, comparative analyses, BoQ comparison, benchmarking with market rates, conclusions and recommendation for award to ensure that company rights is secured and well-protected.
  • Prepare and issue Consultancy Agreement and Construction Contracts in accordance with Musanada standard templates and by liaising with Musanada relevant departments.
  •  As work proceeds, carry out post award contractual review for any raised contractual issues, variations and claims as per change control procedures.
  • Responsible for working with the Projects Team members to ensure all related actions are in place for the proper and smooth operation of the contracts.
  • Prepare Settlement agreements whenever required.
  • Propose improvements to the Instruction to Tenderers and Contracts Conditions
  • Ensure that all Procurement activities are completed in line with company Policy and Process
  • Ensure that all Procurement activities are completed within identified timeframes/KPIs.
  • Participate in dispute resolution with consultants and contractors
  • Regular reporting to Line Manager, updating on status, flagging any barriers to success, and identifying opportunities for improvement
  • Master the use of electronic systems (such as Musanada e-Procurement portal) applied at Musanada.
  • Provides assistance to junior procurement personnel in understanding and complying with the recognized laws, policies and procedures.
  • Participate in improving the tendering policies, processes, and templates.

Participate in identifying the Tender Technical Evaluation Criteria for technical evaluation of consultants and contractors

Minimum Criteria
  • Post graduate qualification, higher diploma or Bachelor Degree in Engineering (preferably Civil Engineering) or Quantity Surveying degree;

·         10-15 years of broad-based experience in contracts and commercial management for Construction Projects;

  • Preference to have Relevant Professional Accreditation (CIPS, MRICS,PMP….etc)
  • Advanced Knowledge of Procurement, Supplier Management, Supply Chain Management
  • Advanced knowledge of building construction OR infrastructure construction
  • knowledge of engineering/construction industry contracting practices, contract terms and conditions and contract administration, office and site procedures and documents relating to a multi-discipline construction projects including RFP/tender documents, negotiations, construction supervision, payment conditions, claims and Variation review and processing.
  • Advanced knowledge of Project management and design stages
  • Good contractual experience is preferable, capable of acting on his own initiative to protect the interests of the company;
  • Advanced Knowledge in international conditions of contracts forms such as FIDIC;
  • Knowledge in Abu Dhabi Conditions of Contracts is preferable;
  • Advanced Knowledge in various types of contract and method of measurement;
  • Fluent in English (oral & written);
  • Advanced working knowledge of a variety of computer software applications in word processing, spreadsheets, presentation software (MS Word, Excel, PowerPoint), and Outlook.
